1.0 Background
The Lutheran World Federation, World Service (LWF-WS) South Sudan Program has been operational in South Sudan since 2004 in three states of Jonglei, Upper Nile and Unity. In Jonglei State, LWF-DWS has been Rebuilding Livelihoods in partnership with related agencies and implemented several projects over the years ranging from livelihood programmes, the provision of safe water drinking and sanitation, food security, peace building and reconciliation, and education. Following eruption of the crises in 2013 that pitted between the forces loyal to the president of the republic of South Sudan, and the then vice president, Dr. Riak Machar and plunged the country into a full scale warfare, LWF/WS shifted its focus in Jonglei State from long term development programmes, to emergency response interventions in support of Internally Displaced Persons and the host community. This shift was further exacerbated by the July 2016renewed crisis between the two forces following the signing of the ARCISS in August 2015.
Jonglei State is the second State hosting the highest number of internally displaced people next to Unity State, and has the highest level of food insecurity and malnutrition in famine-threatened South Sudan. Although the security situation and the humanitarian crisis continued to deepen in the northern part Jonglei State, many areas in Twic East and Duk counties, where LWF implements the basket funded project activities in support of IDPs and the host community are experiencing a relatively peaceful environment. Whereas LWF/WS continue with its emergency response to the 2013 crisis to date, to deliver the anticipated results of contributing to the coverage of basic NFIs, food security (through cash transfers, WASH, seed and fishing twines distribution among others), LWF/WS under the Basket funded Project (BFP) is linking the emergency relief activities to recovery activities in Twic East, Duk and Uror Counties through distribution of seeds, to farmers, fishing gears to cooperative groups, grants to income generating groups, and provision of teaching and learning materials and classrooms to learners.
Guided by LWF/DWS 2016-2021 country strategy and owing to the frequent armed conflicts creating displacements of civilian populations; floods that have been catalogued as the recurrent disaster in Jonglei and the worsening food security situation, LWF/DWS South Sudan plans to engage communities, its partners and donors on approaches that are developmental, complimenting humanitarian initiatives to strengthen communities to gain capacities to find durable solutions for coping with the disasters, and establish measures by which they can in a short time thereafter recover fully. Against this background, LWF/WS seeking for a competent consultancy firm to carry out a comprehensive training to the cooperatives groups formed
2.0 Goal
The main goal of this consultancy work is to to empower participants with knowledge and skills in cooperative principles and business management skills
2.1 Specific Objectives
a) Train two Fish Production and Marketing Cooperatives in cooperative principles and business skills.
b) Help and guide the two Fish Production and Marketing cooperatives to develop functional bylaws
c) Help and guide the two cooperatives to develop functional business plans.
d) Develop a comprehensive training manual on cooperative principles , Cooperatives management, cooperative business skills and Marketing
3.0 Cooperatives Principles & Business Skills
3.1. Training Background
In today’s society, co-operatives are becoming complex business entities with increasing demands from their members being placed on them. Members are demanding from their cooperatives that they satisfy a wide range of needs resulting in societies having an extremely diverse product spread. Thus, co-operatives are playing an ever increasingly significant role globally in “facilitating job creation, economic growth and social development.
This training aims to empower participants with knowledge and skills in cooperative principles and business management skills. The training will expose participants to the major areas and skills that are required to manage credit unions. The training fulfils the need to enhance the management and supervisory capability of the Co-operative movement and to make for greater efficiency in the operations of credit unions in particular and Co-operative societies in general.
3.2. Training outcomes:
Upon successful completion of this training, participants will:
- Have a thorough understanding of the nature, purpose, operations, structure and regulatory framework of co-operatives in general
· Motivate the members and the managing committee to participate in the Management of cooperative Enterprises.
· Achieve the enterprise goals by meeting the member as well as national goals.
· To enrich the managers working in cooperatives by improving their conceptual capabilities in understanding the managerial problems of cooperatives.
· Upgrading their skills and abilities to use appropriate techniques for managing cooperatives and developing attitude for achieving excellence in cooperative management and administration.
- Link the rich historical background of cooperatives to modern societal needs, understand and manage the changing /evolving business and social environment of co-operatives
- Supervise and advise members and elected officers on the operations and formation of co-operative business

5.0 Deliverables
Five Key deliverables are anticipated from this assessment namely:
· Submit technical and financial expectations with training outline indicating internalization of the Terms of Reference and lay out of methodology to be used and a clear timed work plan for executing the assignment.
· Prepare a training curriculum; content covering in detail both theory and practical sessions which will be covered during the training.
· Consultants work plan based on the estimated period detailed below in Appendix 1: Study Work Plan and Budget
· A draft and final training report to be submitted to LWF upon completion of the training.
· A Draft and Final Cooperatives Training Manual
· Finalise the development of the two business plans for the two cooperative, enriching the ideas collected from the members of individual cooperative group.
6Consultant experience
Open towards qualified individuals and consultancy companies, the consultants should meet the following criteria:
· Bachelor’s degree in Business Administration, Cooperatives Management, Economics or its equivalent from a recognized institution.
· Knowledge of church structures and experience with related agencies and ecumenical partners, NGOs etc;;
· At least 5 years of experience working on related activities with expertise in cooperative groups’ management.
· Clear, effective writer in English.
· Experience of working with participatory methodologies
