Purpose of the position

The Program Manager will be based in Maro, with frequent travel to the CAR refugee camps in Goré and Maro areas. He/She will regulary refugees in camps, their host communities’ villages and the transit sites for Chadian returnees.

He/She shall be responsible for coordinating the LWF-DKH (Diakonia Katastrophhilfe) projects in Chad and will report to the LWF Chad Program Coordinator in Ndjamena (coordination office). The PM will provide leadership and overall project management and coordination in relation to a livelihoods project supported by DKH.

Required Qualifications

Master’s degree in humanitarian or development work, and/or other related social science.

Knowledge and Experience

  • Minimum of 3 years of professional experience in international humanitarian and development program on a similar management level.

  • Previous experience of working with UN organization in refugee setting.

  • Good team skills.

  • Cultural sensitivity and adaptability.

  • High degree of integrity and professional responsibility.

  • Flexibility, patience and ability to work under pressure and with tight deadlines.

  • Ability to work independently.

  • Strong reporting skills.

    Language Skills

    Fluency in French and English

    Main Duties

  • Be responsible for effective coordination and successful implementation of the LWF-DKH projects, ensure successful implementation.

  • Supervise staff in the project, providing leadership, coaching and other team support. (i.e. effective collaboration between Finance, Logistics, and Personnel/Administration).

  • To carry out comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed within the project, including security briefings and program guidance.

  • To ensure proper planning, monitoring and evaluation and timely quarterly reporting in compliance with donor requirements/formats

  • To strictly follow LWF procurement procedures or those from DKH in case their requirements are stricter than those in the LWF procurement manual.

  • To liaise and closely collaborate with government (GoC), OCHA, UNHCR, UNWFP, NGO’s and INGOs in the project areas regarding refugee and returnees program activities to ensure and promote a coordinated approach to project implementation (including participation in relevant workshops and meetings), and to keep individual staff members updated and informed.

  • To coordinate and participate in regular staff coordination meetings and develop the agenda in liaison with the other senior staff.

  • To effectively manage and supervise field activities, spending most of his/her time at the field level and follow up and discuss important project matters with the Program Coordinator.
