LWF World Service

Project Background

The armed conflict in the northern part of Mali between the National Armed forces and negative armed forces, including MNLA (Mouvement National pour la Libération de l’Azawad) and other Islamist militant groups has led Malian Refugees to cross the border. Since early March 2012, Malians have been hosted in Mbera Refugee Camp in the southeast Mauritania. As of July 3, 2017, there are 51,502 Malian Refugees living in Mbera Camp.

Since the inception of the UNHCR Malian Refugees Assistance Program in 2012, LWF World Service is partening with UNHCR in camp management, construction of shelters and social infrastructure, management of garage and fuel station, management of warehouses, transportation of food for general distribution from Bassikounou to Mbera Camp (18 km), medical evacuation from Bassikounou to Nema (260 km from Bassikounou), Kiffa (860 km from Bassikounou), and Nouakchott (1,500 km from Bassikounou).

Purpose of the position

The Camp Manager contributes to the attainment of the vision and mission of the LWF World Service in Mauritania through his/her participation to the preparation of key program documentation, and maintaining the organizational culture. The Camp Manager shall be in charge of Mbera Refugee camp. S/he will report directly to the Country Representative.

This is a position requiring a systematic, organized approach, combined with a flexible attitude and a willingness to achieve results. The post holder will need prior experience in humanitarian and rehabilitation operations, specifically in camp management, diplomacy and personal communication skills.

Guided by the agreement between UNHCR and LWF World Service which provides strategic direction and operational parameters, the purpose of this position is for initiating and implementing community based camp management activities for refugees and providing professional support to coordinators and other senior project staff in the practical work of organizing and managing the camp.

Required qualifications

University degree in humanitarian assistance, development, project management or related field.

Knowledge and experience

Minimum 5 years of experience in humanitarian field operations.

Previous experience in camp management.

Team management skills.

Experience in drafting project proposal and bugdet.

Experience in working with the UNHCR.

Knowledge of humanitarian standards and guidelines.

Previous experience in working with the donors.

Language skills

French - advanced oral and written skills

English - working skills are additional asset

Arabic - working skills are additional asset

Main duties

Overseeing the overall project implementation at the camp level

  1. Participating in the drafting concept papers and/or proposals and budgets for new projects in accordance with LWF/WS defined role in Mbera and donors (UNHCR, ACT Alliance, BPRM, etc.) guidelines and standards.
  2. Responsible for overseeing the proper implementation of funded activities in accordance with approved time schedules and budgets, policies, guidelines and procedures of LWF/WS, ACT Alliance and UNHCR agreement. This includes meetings, trainings and the management of the camp.

  3. Responsible for promoting and facilitating Refugee participation in camp management activities.

  4. Monitoring of programme work at camp level.

  5. Promoting the rights based approach (RBA) in LWF/WS work at the camp level.

  6. Promoting the LWF/WS core values and principles in the LWF/WS operation at camp level as well as the CHAP Standards.

  7. Strengthening community participation in the camps through the community based structures.

Operations

  1. Responsible in maintaining sound and cost-effective operational standards and procedures in transport, stores, procurement, communications and security at the camp level.

  2. Ensure proper utilization of supplies, equipment and assets based at the camp level.

  3. Responsible for supervising and motivating camp-based staff in accordance with LWF/WS policies, procedures and guidelines, specifically concerning the Code of Conduct (CoC) and the CHAP Standards.

  4. Responsible for conducting regular staff performance appraisal aimed at enhancing achievement of LWF/WS objectives and mission in accordance with LWF/WS policies and procedures.

  5. Responsible for ensuring all LWF/WS staff observe the highest standards of the CoC for humanitarian workers, refugee protection and prevention of sexual abuse and exploitation of beneficiaries.

  6. Responsible for reporting of any incidents of abuse of authority, all forms of fiscal impropriety and discrimination in LWF/WS operations.

Coordination

  1. To liaise with the Government, UNHCR, implementing partners’ field staff and refugee representatives in facilitating community-based management activities in the camp.

  2. To participate in inter-agency coordination meetings/fora in Mbera refugee camp whenever requested and to foster positive interaction and good working relations with all partners.

  3. Responsible for maintaining regular update and contact with the Program Coordinator, Project Coordinator and other senior staff of LWF/WS on all key matters of project management, operations and coordination.

  4. Perform any other duties and responsibilities assigned by the supervisor or designate.

Other Duties

  1. Prepare and submit his/her annual work plan.

  2. Prepare and submit his/her MMR (Monthly Management Report) to the Country Representative

  3. Carry out any other duties/assignments that may be assigned to him/her by the Country Representative or his Designate.
