· Checking and approving all cash payments, National staff payroll, other temporary staff payroll and incentives payments on a monthly basis.

· Ensuring consolidation and reconciliations of the various ledgers are done monthly.

· Preparing and confirming of UNHCR IPFR on quarterly basis or as needed and sending to UNHCR Djibouti. Ensuring necessary follow-up to get approvals at the local level and on a timely basis.

· Assist with internal and external audits and in consultation with the Finance Manager of the LWF World Service program in Kenya, make available all records required for the purpose of the audit process.

· Confirmation of budget codes, budget control and monitoring in liaison with the Djibouti Area manager and Project Coordinator.

· Periodic review of staff costs from available budgets from different projects and take necessary measures for use as per allocation from donors.

· Ensuring consistency with donor and organizational policies, agreements, guidelines, rules and regulations in the implementation of projects while initiating appropriate remedial actions.

· Coordinating the preparation, appraisal, approval and revision of project proposals, documents and quality review of institutional contracts and agreements.

· Assist in the preparation of cash flow projections in accordance with procedures and manage the cash flow of the area program in order to ensure that sufficient funds are always available.

· Ensure that procedures for electronic data storage, backups, and security are followed in accordance with the LWF World Service Operations Manual.

· Co-ordinate the updating and the renewal of insurance as required by law for national staff, vehicles, as well as public liability insurance, fire insurance, etc

· Ensure safe custody of all the organization cheque books, vouchers and other key documents.

· Ensure that all staff settle advances and/or loans in line with established policy and procedures and that all accounts are settled at they fall due.

· Ensure that supplier payments are carried out in accordance with the LWF World Service Procurement Policy including review and improvement of systems as needed.

· Liaise at the appropriate level with banks, tax authorities and other financial institutions.

· Fulfill any other duties as may be assigned by the Area Manager and Finance Manager, or his/her designate
