Jordan: Zarqa Area Manager

Scope of Work:

The Zarqa Area Manager is a new position created to oversee LWF’s new Community Center in Zarqa City which is expected to open during the summer of 2019. The Zarqa Area Manager is responsible for the establishment of the new Community Center, the recruitment of all Community Center staff and the overview of all activities in the Zarqa Community Center. The LWF Zarqa Community Center is based on LWF’s successful Community Center model used in Irbid and in Zaatari Camp. The Zarqa Area Manager will manage project and support staff to ensure that daily activities are implemented in accordance with scheduled work plans, budget and overall policies and guidelines. The Zarqa Area Manager will report directly to the LWF Jordan Program Coordinator, based in Amman.

Responsibilities:

The Zarqa Area manager (ZAM) is responsible for setting up the Zarqa Community Center and for overseeing all activities implemented in the Zarqa Community Center. This position includes daily management of program activities and program staff, ensuring appropriate systems and support mechanisms. It Is essential that the ZAM is a strong team player, able to develop, coach and mentor field team members and is an effective communicator, able to work with internal and external stakeholders to achieve common objectives. S/he is responsible for managing relationships with local partners, beneficiaries, local authorities and visitors, including from donor representatives.

ESSENTIAL JOB RESPONSIBILITIES:

Program Management

  • Oversee and lead the establishment of LWF’s new Zarqa Community Center in collaboration with the selected local CBO
  • Manage the partnership with the local CBO
  • Lead the recruitment and supervision of all Zarqa Community Center staff (project and support) in coordination with HR in Amman
  • Launch and roll out the Zarqa Community Center activities as defined in the contract with the donor
  • Oversee the project budget and financial management of the center
  • Lead business development opportunities and fundraising efforts for the LWF Zarqa Community Center in collaboration with LWF’s Grants Department
  • Ensure that program implementation is responsive to communities and partners and consistent with LWF World Services and LWF Jordan relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure that beneficiaries are effectively targeted according to established criteria.
  • Support individual Senior Project Officers in reviewing and updating work plans throughout the project in cooperation with the Program Coordinator and relevant thematic advisors (protection, livelihood).
  • Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the program staff
  • Ensure that monthly, interim and final reports documenting all program activities, achievements and challenges are completed and shared with donors and partners in collaboration with the Project Support Officer
  • Integrate LWF World Service’s core commitments – Human Rights; Impartiality; Accountability to the Communities it assists; Gender Justice and Climate Justice and environmental protection into all activities as appropriate. Ensure the application of Core Humanitarian Standard (CHS) in all program activities.
  • Ensure appropriate participation in relevant coordination meetings and working groups, government and other specific coordination meetings, supporting data flow and lessons learned
  • Act as focal point for the LWF Zarqa Community center.

Team Management

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new team members as necessary
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Coach, train and mentor team and volunteers with the aim of strengthening their technical capacity, exchanging knowledge with the team and providing professional development
  • Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.

Coordination

  • With the Senior Officer; ensure that the program adequately and cost-effectively addresses the needs of men, women, girls and boys, rooted in an understanding of the context and other initiatives within the education, protection and livelihoods sectors.
  • Organize field visits for visitors and donors when needed
  • Feed into sector specific strategy development and technical proposal design with the Program Coordinator
  • Ensure compliance with security procedures and policies as determined by country leadership following the Country Security Plan.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Ensure compliance with logistics manual
  • Coordinate with Finance and Admin Manager on all logistics related tasks.

Professional Standards:

The LWF and LWF workers must adhere to the values and principles outlined in the Code of Conduct as well as the Core Humanitarian Standard and relevant LWF policies such as Child Protection and Gender Justice Policy. The staff member must conduct himself/herself both professionally and personally in such a manner as to bring credit to Lutheran World Federation and to not jeopardize its humanitarian mission.

Requirements

Generic professional competencies for this position:

  • Minimum 3 years of experience implementing humanitarian or development projects in Jordan. Staff management experience an asset.
  • Experience working in emergency/humanitarian/recovery context
  • BSs degree required and Master degree preferable in any relevant field .
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Good reporting skills
  • Fluency in English and Arabic, both written and verbal

Context/specific skills, knowledge and experience:

  • Knowledge of the context in Jordan- both host community and refugee camps an advantage. Preferably knowledge of Zarqa.
  • Proven ability to manage competing priorities in a fast paced and complex setting.
  • Good communication and coordination skills.
  • Knowledge of minimum Protection Standards
  • Strong computer skills
  • Good organisational and prioritozation skills
  • Self-awareness and proven ability to operate successfully in different cultural environments.
  • Ability to achieve results and maintain consistent high standards of professional behaviour and achievement, including when working within remote management
  • Ability to manage stress, flexible and accommodating in difficult and frustrating working circumstance.
