The Program Coordinator (based in Bangui, with frequent travel to different project areas in the West of CAR) shall be responsible for coordinating the Lutheran World Federation, Department for World Service (LWF/DWS) emergency response in CAR, and report to the LWF World Service Team Leader or the person designated by him/her for carrying out his/her duties. He/she shall also be responsible for the planning, implementation, supervision, monitoring and evaluation of the program and projects and shall also assist with other program related matters as well as the human resource management, financial management and relationships with other relevant stakeholders both inside and outside LWF, which additionally involves advocacy and networking coordination and proposal writing for the whole program.
This is a senior position, which requires effective diplomacy, critical, analytical, facilitative and both inter / intra personal communication skills, representational and reporting skills. Proficiency in both French and English is a requirement for this position.
Qualifications: • University degree or equivalent in development studies, international law, agriculture, economics, technical or social studies. • Proven working experience at management level in humanitarian assistance or development oriented programs within an international environment and preferably also with faith-based and non-governmental organizations. • Strong leadership, conceptual and analytical skills and demonstrated organizational and management skills. • Knowledge and experience of cooperation with United Nations, governmental agencies and international development cooperation in the field of humanitarian assistance, advocacy, human rights and sustainable development is essential. • Team-oriented, flexible and excellent communication skills. • Knowledge of LWF, its member churches and related agencies • Experience in advocacy and/or fundraising • Knowledge and experience of complex emergency crises and security management / risk mitigation would be a significant asset.
Leadership:
- To be responsible for the good coordination of operations of the LWF World Service CAR Emergency Response, and project development ensuring that implementation is managed in a professional, competent way.
- To be a member of the LWF World Service CAR Senior Management Team and as such responsible for ensuring that the LWF Team Leader is provided with timely and professional advice on all program related matters.
- To take advice on programmatic matters from the LWF World Service Program Officer in Geneva and, as appropriate, any program thematic or PME Officers.
- To be the supervisor of staff in the program, providing leadership and support for the other members of the team.
- To be one of the LWF signatories in CAR within the bounds of specifically agreed levels of accountability.
Coordinating the LWF World Service Emergency Operations:
- To be responsible for the overall coordination of the LWF World Service operations in CAR, including 3 field offices.
- To be responsible for the professional implementation of Donor Agreements, supervision and implementation of the activities, in accordance with the relevant and current project agreements (and MOUs where relevant) with related agencies and back donors, and in accordance with the current policies, Codes of Conduct and strategies of the LWF World Service.
- to be the primary point of contact for program issues for project managers, other NGOs, related partners/agencies and donors;
- To assess and identify additional staff needs in the LWF World Service CAR Emergency Response, to provide consultation to the field project management for new recruitment (replacement or new position), and to participate in developing job descriptions for international recruitment.
- To be part of the interview panel for the recruitment of senior level project and program level staff.
- To carry out comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program, with special focus on security briefings and guidance.
- To participate in project proposal, report and other documentation preparation relating to program matters, ensuring staff participation, in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF World Service policy and guidelines.
- To oversee the work of the LWF World Service PMER Officer and ensure that planning, monitoring and evaluation of projects and project components are conducted in line with the donor requirements/formats and in a timely manner, with a view to standardizing practices and approaches of M & E program wide.
- To ensure that all activities and implementation adhere to all established guidelines and policies in conformity with any agreements between LWF World Service and its partners. This implies that there is a good relationship and coordinated approach developed and established with identified partners, the Project Coordinators, field Programme Managers as well as the program level sector managers (i.e. Finance, Logistics, and Personnel/Administration).
- To coordinate and participate in regular staff coordination meetings and develop the agenda in liaison with the other senior staff.
- To be responsible for the update of the LWF World Service CAR Program Security Plan(s) based on latest information available and for security briefings of all local staff and briefing visitors to the program.
- To effectively manage and supervise field activities, spending most of his/her time at the field level (and as needed) to provide project management backstopping, follow up and discuss important program matters with the project management, and to report back to the Team Leader.
External relations, communications and advocacy
- To liaise and closely collaborate with government, OCHA, UNHCR, CCO, UNICEF, FAO, UNDP, WFP, ECHO, DKH, NGOs and INGOs in the country, related agencies and other stakeholders to ensure and promote a coordinated approach to program development (including participation in relevant workshops and meetings), and to keep individual staff members updated and informed
- To assist the Team Leader in identifying and pursuing new funding opportunities.
- To participate and lead communications and advocacy initiatives in collaboration with other NGOs and stakeholders. Act as the focal point for communication and advocacy working groups with the CAR NGO Coordination Committee (CCO).
