Basic purpose

The Livelihood Coordinator (based in Duhok, Kurdistan Region of North Iraq, with frequent travel to different project areas in KRI and Northern Ninewa) shall be responsible for developing, implementing and monitoring/reporting of the Lutheran World Federation Livelihood/Early Recovery Sector, and shall report to the LWF/DWS Program Manager. He/she shall also assist with other program related matters and relationships with other relevant stakeholders both inside and outside LWF.

This position requires a good experience and personal qualities in the areas of early recovery/ livelihood program for IDPs/returnees.

Required Qualifications

  • University degree in development studies, agriculture, economics, technical or social studies
  • Strong conceptual and analytical skills
  • Team-oriented and flexible
  • Excellent communication skills
  • Diplomacy
  • Applicants are required to be in sympathy with the core values of the Lutheran World Federation.

Knowledge and Experience

  • Proven working experience at humanitarian assistance or development oriented programs within an international environment and preferably also with and non-governmental organizations.
  • Knowledge and experience of cooperation with United Nations, governmental agencies and international development stakeholders in the fields of humanitarian assistance and sustainable development are essential.
  • Proven working experience with cash for work activities is an advantage.
  • Experience in fundraising.
  • Minimum 5 years of relevant professional experience.

  • English: Fluent (written, spoken)
  • Arabic: Preferable

Main duties

  • Lead the process in developing and reviewing the livelihood/recovery strategy of the LWF in Iraq according to the rapidly changing context.
  • Lead the project/proposal development process as per the requirement of the donor(s) and local context ensuring all stakeholders’ interests are well included.
  • Develop detail work plans for the approved project and implement.
  • Monitor, report and coordinate the operational planning and implementation of key livelihood assistance services delivered under LWF program in Iraq.
  • Draft new standard operating procedures (SOPs) and forms where required and also refine existing project implementation tools and methodologies for efficient and effective implementation of LWF interventions in the livelihoods sector.
  • Develop training materials, organize workshops and conduct training targeting LWF and partner staff, as relevant.
  • Conduct regular field monitoring visits and evaluations of project activities, including impact evaluations.
  • Assist in ensuring compliance with LWF and donor requirements including guidelines, rules, and regulations, such as the field procurement manual.
  • Liaise with project partners, government officials, other relevant stakeholders and counterparts.
  • Represent LWF at Early Recovery, livelihood and cash transfer related meetings and working groups.
  • Coach/train and supervise Livelihood/recovery sector staff in order to make planned achievement set out in the project objectives.
