The Lutheran World Federation has been operating in Uganda since 1979 and is a registered non-profit organization. The country head office is in Kampala, with relief and development operations in five sub program offices in Luuka, Kitgum, Pader, Kamwenge and Adjumani districts.

The LWF Adjumani Sub-program has large multi-sectoral operations in the Adjumani refugee settlements, where LWF is responding to the ongoing mass influx of South Sudanese refugees into Uganda. The LWF Adjumani Sub-program implements seven main projects funded by international donors, which include UNHCR, Brot füAppeal, PDA, DanChurchAid, SIDA/Church of Sweden and Canadian Lutheran World Relief/Global Affairs Canada.

Purpose of the Position

The Lutheran World Federation Department for World Service Program in Uganda is looking for a qualified and experienced Finance and Grants Compliance Manager to directly support the Team Leader, coordinate finances of LWF Adjumani Sub Program, and ensure compliance with LWF standards and key donor obligations, with particular focus on ECHO, BPRM and UNHCR. The Finance and Grants Compliance Manager will advise Program staff on matters relating to budgeting, financial planning, and reporting and ensure that accounting systems are maintained to provide information required for planning, monitoring, and reporting for program operations, for safeguarding assets, discharging liabilities and legal responsibilities. He or she will also provide quality control assurance within the LWF-Uganda Adjumani operation.

Required qualifications

  • 5-6 years of experience in managing finances, grants and accounting.

  • Experience in grant management and reporting requirements of ECHO, BPRM, UNHCR or other government funding agencies is required.

  • Professionally qualified accountant.

Knowledge and Experience

  • Previous international experience in finance function with humanitarian assistance or development programs, preferably with non-governmental organizations.

  • Strong management and organizational skills

  • Experience in carrying out capacity building of staff.

  • Ability to work in harsh conditions.

  • Team-oriented, flexible, and attention to detail.

  • Applicants are required to be in sympathy with the core values of the Lutheran World Federation.

Languages Skills

Excellent command of English is essential, Madi would be an asset

Main Duties

1. Grants Management and Budgeting

  • In coordination with the Team Leader, ensure that all service provider agreements or amendments are well prepared, project files are maintained, and that all key project documents are shared with the project officers.

  • Coordinate financial reporting with HQ Finance staff and ensure that donor-required reports are accurately prepared and submitted within due dates.

  • Lead the identification of budget and compliance needs and oversee implementation of trainings on budgeting and compliance with all relevant sub-program staff.

  • Develop effective budget monitoring tools and implement them in all sub-program activities, review budgets against spending and actively engage in discussions to generate feedback for project officers on adverse variances.

  • Take lead on liaising with the HQ office, prepare cash projections, ensure proper use of account codes, review cash advance disbursement journals, review and approve liquidation journals and review posted journals for errors, recommending corrective action where necessary.

  • Coordinate project closure activities with the Team Leader and respective sub-program staff.

2. Compliance

  • Ensure that all sub-program activities are in all aspects compliant with donor and LWF policies, procedures, and regulations.

  • Serve as principal point of contact on project management and compliance issues with the project officers and HQ program and finance teams.

  • Ensure maintenance of proper project documents and financial records and that they are readily available for internal/external audits reviews.

  • Coordinate the development and implementation of project management trainings and capacity building activities in close collaboration with the HQ program and finance teams.

  • Familiarize sub-program staff in relevant and appropriate donor financial management policies, procedures and standards.

  • Ensure integrity and the effective control of financial, material and human resource assets.

3. Financial Assessments, Monitoring and Support

  • Lead the implementation of the financial management policies, ensure that staffs understand and are correctly implementing the policy.

  • Ensure that assessments and project site visits are being carried out in accordance with set procedures in regard to timeliness, comprehensiveness, professionalism and documentation.

  • Ensure that corrective action plans are being prepared and that the project officers address the identified issues in due time.

  • Ensure that internal control systems are reviewed and monitored to verify that financial duties are adequately segregated to ensure accurate recording and posting of all financial transactions, and provide feedback to the HQ finance office.

  • Ensure that sub-program teams evaluate and effectively monitor their projects

  • Ensure that the sub-program finance team provides direct technical support in all aspects of finance and internal controls for the project officers.

4. Human Resources

  • Lead, direct, mentor and coach finance and program staff to meet the sub-program’s objectives.

  • Take lead in setting annual sub-program finance and compliance targets to ensure that specific tasks are built in every staff performance plans.

  • Conduct periodic reviews of staff performance in collaboration with the Team Leader and mentor staff to ensure high level of motivation, commitment, capacity and teamwork

  • Ensure that direct supervisees’ job descriptions are reviewed and updated at least on annual basis to ensure adequate workload distribution
