Duties and Responsibilities:
The main responsibility of the Shelter Officer is to assist the CCCM/Protection Coordinator in the construction of shelters for the IDPs and other support activities. She/he is to be conversant with humanitarian principles, core humanitarian standards and strategic approaches of LWF. Considering the conflict sensitivity of the area, the Shelter Officer should adequately incorporate “do-no-harm” principles at all times. The incumbent must sign the LWF Code of Conduct, Abuse of Power and Declaration on Child Protection.
Following are the specific roles and responsibilities:
· With Shelter Construction Committees conduct routine review of shelter construction;
· Revise and submit shelter construction plan to the supervisor for approval;
· Ensure that shelter construction and related activities lead towards empowerment of the IDPs;
· Mobilize Assistant Engineers and Shelter Construction Supervisors to verify quality and quantity of materials delivered, maintain stock book and recommend for payments;
· Mobilize Assistant Engineers and Shelter Construction Supervisors to ensure quality shelter construction prepare shelter completion report and recommend for payments;
· Maintain appropriate communication with all units/functions in LWF Myanmar Sittwe Field Office required for the smooth implementation;
· Attend meetings locally called upon by Government departments, UN Agencies, INGOs, LNGOs, IDP Committees, and Host Communities;
· Conduct regular on-site visits, results-based monitoring and provide necessary support to the staff;
· Prepare routine reports and submit to the Supervisor;
· Design and facilitate training for shelter care and maintenance; and
· Undertake other tasks as assigned by the CCCM/Protection Coordinator and/or Project Coordinator.

· Member of the PMT (LWF Rakhine Team); Day to day management all assigned staff;
Required Qualifications/Experience:
· Bachelor Degree;
· At least 3 years’ experience in construction procurement processes and management of construction sites;
· Experience in community development.
Working conditions:
· The political and inter-ethnic tensions might occasionally turn violent.
· Local groups watch the actions of INGO staff carefully. Cultural sensitivity and conservative living habits are very important.
· Security guidelines and precautions provided by LWF Myanmar and UNDSS must be followed.
· Although the posting is challenging, safety and security policies are in place and risks are minimal, and easily mitigated with the right mind set and respectful behavior.
· Very good working relationships exist with the Government Departments and host Ministry and other UN/INGOs.
· A hard working, committed and dedicated team is in place. English communication is a challenge.
· The project is an emergency humanitarian project and therefore the employee is on 24 hour call. To compensate this situation R&R leave to Yangon is provisioned required in between every 12 weeks of work.
· The employee will be housed with other international staff in a basic furnished house in Rakhine State or accommodation will be provided in a Hotel.
· There are many restaurants and stores and most things needed for a reasonable living are available in Sittwe or other project areas or can be obtain during visits to Yangon.
· Project vehicles and drivers are for office use as a priority but may be used in the off hours with permission of the Project Coordinator.
· Office facilities with work station and all necessary equipment and materials are provided.
· Much can be and is being accomplished to assist the IDPs, host communities, nearby villages and other conflict affected population in the Rakhine State.
